it is most undesirable to discriminate in the manner

proposed (if discrimination is the right word), we have not

been satisfied that there is not a case for special

legislation in regard to Hong Kong where the position is

peculiar. In fact, we think that there is a prima facie

case for such action, particularly if it can be confined

to banks.
